Stuck on hopper!

So I've been building my farm and I've made a tower of hoppers with chests as a storage system for my afk fish farm.
The problem is the stuff keeps getting stuck in the bottom hopper. Now, I know hopper prioritize going down, but I was wondering if there was any way to stop this. i attached a couple images to help demonstrate it. thanks!
Btw I'm playing java version of Minecraft 1.14.
